I believe there are places to rent kayaks.
About navigation chart... Fajardo, at any marine stores.
To circum navigate Culebra, you must be an experienced KAYAKER, with good seas, I see no problem, but good seas are rare. There are strong currents all around the island.
Luis Pena to the west of Culebra, you cannot camp there, to the northeast, Cayo Norte, which is a private island, and Culebrita to the east, and you cannot camp there.
The trip from Culebra to Vieques, in my opinion, is not possible, unless you are some kind of Jhonny Weissmuler, and have good seas.

Oh! if your trip dates include Holy Friday, it will be crowded, very crowded, and not a very good kind of crowds.
