February and March are dry months ( there is always chance for exceptions ) At Mamacitas and Dinghy Dock, there is always a space for relaxing, but not until very late on weekdays.
Culebra is very slow moving, that means that everyting takes some time.
Walking to Flamenco is a gooood long walk, but if walking is your preference you will feel good, I have seen many people walking there.
Zoni beach is less crowded, and it is beatiful, with a view of Cayo Norte, and St. Thomas, and on the hill before getting there you can see Culebrita too.
When going to Zoni, take your water and snaks if you plan to stay a while, there are not places to buy munchies there.
The best investment of time and money in Culebra, is to have, rent, or charter a boat.
