just wait until hurricane season's over. in years past (like 1989, when Hugo came through) there were plenty of sailboats to be had for a song and a dance.
try the marinas around fajardo too - you'll usually find good deals there, and you can most likely trailer a 15ft boat over on the ferry - unless you want to go for the uphill sail over, of course.
Sailing time from tortolla depends of course on the boat. It's pretty much a downhill run - around 40 miles or so, depending on their course. it's an easy day sail
Jack and Pat are wonderful people and can give you some practical advice, but keep in mind that Muff and Tanama are shallow-draft boats, so they easily evade most reefs. if you're on island, ask Pan for a little advice. his boat draws 6 or 7 feet and he goes pretty much everywhere under sail.
the enterance to ensenada honda is tricky, as it snakes a bit. it's well-marked though, so as long as they stay w/in the channel markers they'll be ok. I'd advise doing it under power. the reefs on the east side of the island, as well as the ones surrounding culebrita are tricky. get the most up-to-date charts and you should be ok.
