Generally speaking, the north facing beaches aren't snorkeling spots. Zoni has some down to the right and out a bit, we've seen octopus and rays there. At Brava and Resaca they recommend not swimming at all because it's quite rough and the tides are strong, though people do surf those beaches.
Best coral snorkeling is Carlos Rosario, best swimming with turtles and rays is Tamarindo.
To get to Brava, turn inland at the museum on 250 and continue until it ends. Park on the right and walk straight into the forest, this is the trailhead. It's about a 15-20 minute easy hike from there, trail is fairly well marked.
