For the most part, any where you stay in "town" will take effort to leave and get to the beach (sometimes little effort and sometimes more).
The camping thing sounds like a winner. Take the boys down to the swimming area of Flamenco, carry some books, and chill while they frolick. Go back to your tent and relax, eat lunch, then stroll back down and read and frolick. Grab something to eat before the kiosks close and eat dinner. No effort on your part and the boys will be happy playing in the surf all day long.
Its just a personal thing on my part, but I staying (camping) at Flamenco. In doing so, I don't feel like I am visiting the beach, but rather I feel I am vacationing on the beach. Its a subtle feeling, but alot of things about Culebra is subtle.
