The planes from Isla Grande are worth it. The publico from Rio Piedras is technically the cheapest way but not even feasible if you are planning only a day trip-- they do not run early enough in the morning for you to get to Fajardo in time for the first boat, and even if you want to make the second, you will pay plenty to take a taxi from a hotel to the terminal. Then you get in the van and have to wait for it to fill up-- get 6 passengers-- before the driver will leave. They leave you in Fajardo, where you have to get a taxi (at least 5 or 6 dollars) or another publico to the ferry dock, then you ride for an hour (if it flies) to 2 hours (slow cargo ferry) just to get there. You could rent a car from L & M Car Rental in San Juan and drive, they have an office in Fajardo where you can drop the car and they will take you to the ferry dock. But the plane, whikle expensive, is definitely the best buy for only a day trip. Check the schedule carefully though and show up on time for your return flight or you could get stranded.
