We just got back from a trip to Culebra and absolutely loved it.
A lot of things are closed since it is off-season. Mamacita's is closed until the end of October and so is Susie's. I'm not sure about many of the other restaurants, but they were closed most of the time we were there. The Dinghy Dock was open every night though and we ended up eating most of our meals there and weren't disappointed since they have a good variety of menus. (The menu changed throughout the week.)
The mosquitoes were pretty thick, but we sprayed with OFF every time we went outside and it really did seem to keep them at bay.
A few things we learned: I don't know if it's just because it's off season or if it's an island thing :) but hours for the grocery stores weren't very long or regular, so if you need something, get it while the store is open. Don't plan on getting dinner before 6 or 6:30 p.m. - no one seems to serve dinner before that time, so you may want to pick up some snacks. Our bodies didn't figure out the time zone change for a while and we were always hungry around 4:30 in the afternoon when nothing was open.
The only place we snorkeled was at Melones Beach. It was gorgeous and having only snorkeled a few times before, we felt comfortable going out on our own there. We rented snorkel gear from the shop where the Ferry comes in (can't remember the name of it) and this time of year you don't need to reserve it. My husband's mask fit fine, but mine kept leaking slowly no matter what I did. The only drawback to bringing your own gear is if you fly in, at least on Flamenco Air, there is a 25 pound weight limit on your check-in bag.
From what I understand, the surf isn't normally that high at Flamenco Beach, but we had a great time boogie boarding there. It's also a great beach for sunbathing or just generally being a beach bum, but take the mosquito repellent because the mosquitoes will follow you clear into the water otherwise.
The weather was great while we were there, it seemed to be low to mid 80s the whole time and only rained at night.
As for drinks, we enjoyed the local rum.
