bio bay tour

Hi- We will be visiting Culebra for our second time this April. I am trying to figure out how to take a biobay tour in Vieques. Are there any charters out of Culebra? It seems that the only way to get there now is by plane?? Thank you for any help. ~~Wendy

Luis Gruendler used to do charters to the bio-bay, I think... he should be on this site under transport or boats.
