Do you mean Dinghy Dock?? (Dakity is an anchorage, but it sounds sort of the same)
If so, you can't make reservations and if it is a weekend (not looking at a calendar), I'd suggest get there around six, have a drink, to be in line for the 6:30 opening time. If not, just go when you like after 6:30 and enjoy.
They are open every night. It's great food, I tell people to go there all the time for lunch and dinner...great spot on the water. HOWEVER!!! Sometimes on special weekends they are SO busy and if you don't want to wait, there are other choices, with local food available at different spots.
Just remember, Culebra is very small, so when it is busy here, every place gets busy - keep the island attitude, and don't arrive starving!
That time of year is season, but I don't see why it would be seriously busy at all.
Today, some tourist said something about yesterday being hectic and I said, yes, it was pretty hectic and he just looked at me and said...um, I was making a joke! Oopsy me! Relax, enjoy.
