We've been to Culebra twice, and both times we have taken our rental car on the ferry to the island. We have a friend in Culebra that makes a reservation for us, so it's been real easy for US. Other's, on the other hand, may not get reservations so easily. If you're going to call to make a reservation, know a little Spanish or have someone call for you that speaks the language!
Look up the CARGO ferry schedule first, and then plan around that. We've always been first in line to get on the ferry with the car, but we're there at 2:30/3:00 a.m. to catch the first and only one GOING to Culebra before the weekend. Many delivery trucks take priority getting on the ferry because they deliver food and supplies. Keep this in mind when making your transportation plans!
A good time NOT to go to Culebra is Holy Week! The soldiers parade out to inspect bags/purses/luggage with kanines to be sure no drugs are brought over to the island!
Food is not too expensive, but to get fresh fish, you must get to the fish market when the boats come in. Take a rod and pole and catch your own with squid! :)
Liquor is NOT cheap, nor are cigarettes on Culebra. Be wise to take your own!
When leaving San Juan, you can buy as many cartons of cigarettes and as many bottle of liquor that you can carry from the duty free store at the airport, so save some money for that!
