I see on the State Dept web site that Passports will be required for travel to the Caribbean after Dec 31 2006. Does anybody know if this will include Puerto Rico?

This does not apply to Puerto Rico. This is for US Citizens coming back to the US via custom's and inmigration. Flights from Puerto Rico and the Mainland US are domestic flights and do not go thru any customs or inmigration. Now if you fly into any other caribbean island and come into the US or Puerto Rico you will be required a passport to the enter both Puerto Rico and the US being that you will need to clear customs and inmigration from an international destination. In the department of state website clearly states it.

The Western Hemisphere Travel Initiative will not affect travel between the United States and its commonwealths. U.S. citizens traveling between the United States, and Puerto Rico, the will continue to be able to use established forms of identification, such as drivers license, to board flights and for entry.

If traveling outside the United States or a U.S. Commonwealth, a passport or other secure document will be required. For example, a person may travel to and from the United States to Puerto Rico without a passport or other secure document, but under proposed regulations, a passport or other secure document would be required to re-enter the Puerto Rico from the British Virgin Islands or another country as of December 31, 2006.

I think Edgardo is wrong, he is describing the work it works now.

Passport will be required at all times no matter what, that is what I have heard in the news.

Better call the State Dept..

As the good Captain suggested, I checked out the State Department Website. Here are the facts, at least until th egovernment changes them:

The Intelligence Reform and Terrorism Prevention Act of 2004 requires that by January 1, 2008, travelers to and from the Caribbean, Bermuda, Panama, Mexico and Canada have a passport or other secure, accepted document to enter or re-enter the United States. In order to facilitate the implementation of this requirement, the Administration is proposing to complete it in phases following a proposed timeline, which will be published in the Federal Register in the near future.

In the proposed implementation plan, which is subject to a period of initial public comment, the Initiative will be rolled out in phases, providing as much advance notice as possible to the affected public to enable them to meet the terms of the new guidelines. The proposed timeline will be as follows:

December 31, 2006 - Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda.
December 31, 2007 - Requirement extended to all land border crossings as well as air and sea travel.
This is a change from prior travel requirements and will affect all United States citizens entering the United States from countries within the Western Hemisphere who do not currently possess valid passports. This new requirement will also affect certain foreign nationals who currently are not required to present a passport to travel to the United States. Most Canadian citizens, citizens of the British Overseas Territory of Bermuda, and to a lesser degree, Mexican citizens will be affected by the implementation of this requirement

The nice thing about having a passport is that if, while you are here, you get the chance or want to travel over to the BVI's (Tortola, Jost Van Dyke, Virgin Gorda etc) you can do it a lot more easily. They aren't expensive, are relatively easy to get, and are handy to have, even if not necessary (kinda fun too, to look at once in awhile and remember where you went!).
