"Relatively unknown is the excellent saltwater fishing for bone fish, permit and fly fishing for Macao. The best place for these sports is off the small Island of Culebra. Culebra itself is a great place to vacation and is growing more quickly in popularity than anywhere else in Puerto Rico. It is growing in a very quiet way. There's no nightlife, no large resort, no casinos. What there is, is miles of pristine beaches, varied and beautiful, lots of bird sanctuaries, turtle nesting beaches, excellent scuba, snorkeling and hiking."

There are some good sites online about fishing here, but I found this site had some great info. Some (at the top of the page) is about guided fishing, but lots (keep scrolling!) is about what is out there, tackle needed etc. I didn't see anything about needing a license, but I've heard you do. Probably you could find out by calling one of those guys or doing more research online. Too bad Chris Goldmark is still up north! http://www.culebraflyfishing.com/
