Valerie-
Granted I don't use the ferry from Fajardo to Culebra every day, or even every month. But I have used it for the last eight years on every trip I have taken to Culebra. It is inexpensive, and nothing like Jorges Flores has suggested. I can't remember a time that it did not run when I needed it to. The staff are always friendly and helpful. Again, this is my experience only. For example, in February my friend needed to run to the big island to pick up some materials for his house on Culebra. He took the 630am ferry over to PR, then grabbed the 3pm ferry back to Culebra. Never once did he think "oh my goodness the ferry NEVER runs on time I will get stuck". If you read these message boards, you will see that sometimes the ferry doesn't run on time. Sometimes the airlines don't fly (or even pick up the phone to take a reservation). Sometimes the stores are out of milk. That's life on Culebra. Hey, I'm sure the airplane is a great way to get to Culebra, and if you want to get there quickly (20 minutes vs. 90 minutes) and pay more ($50-$100 vs $2.25), I'm sure that would be a great option. No prejudice against the airlines here! Just wanted to point out that the ferry is not as evil as Mr. Flores is suggesting.
