My wife and I have been to Culebra 4 times. On the first visit, we had "arranged" to stay on Flamenco Beach at a place run by the locally notorius "Marta." We never found Marta, however, nor did we stay at Flamenco. As darkness fell and we sat with our bags, we used a payphone and called Club Seaborne. They came and picked us up and we have stayed with them since.
We have found Club Seaborne to be very friendly and clean. The food is awesome (complete with cats and dogs with the run of the place). The bar is a gathering place for "gringos" who work/live on the island, the occassional seafarer who comes ashore for a couple of drinks, and travelers like ourselves. We always enjoy hanging out with these interesting characters.
Although we looked into being married on Culebra also, we found there to be a series of hoops to jump and enough red tape to encourage us to look to another island to marry. I must say, however, if anyone on Culebra could be helpful in this regard, it would be the folks at Club Seaborne.
