I've never caught a fish in Culebra, only scoped them snorkling. A couple of basics to remember: almost the entire west coast, along with several of the outlying cayos, or keys, are protected reserves - no fishing allowed. As of last year, fishing licenses are required. I know that bonefishing is excellent in the flats on the east end of the island, but that is, I believe, highly specialized flyfishing...not pole fishing like I did when I was kid. Hopefully, someone who actually knows more about what you're after will speak up here. BTW, there are some huge tarpons cruising the Dinghy Dock...probably for the scraps. It'd take you AND your boy to reel them in.
Good luck!
