I just returned from Culebra, stayed near Melones Beach and saw the place in question from the beach. It's not visible from the road, only from the beach, and even then it's not right on the public beach, and it seems private enough. Yes you can swim there, and Melones Beach has great snorkeling. The side of the beach that faces this house in question is not very populated, especially on weekdays. You could jump right in at the house with snorkel gear on and swim over to the reef at Melones Beach!
