We just got back from being stuck on Culebra with our rental car. It was 17.50 for two passengers and our small car. If you notice on the ferry schedule, there's no warantee on whether the ferry runs or not. We did not know that the cargo ferry didn't run over the Three Kings holiday weekend. It wasn't posted anywhere, noone in Farjardo told us. Then there was some other holiday on that Monday. And to repeat what Kim said, trucks for construction, gas, groceries, etc. have reserved spots held on the cargo ferry. this can work in your favor or not. Sometimes the trucks don't fill their spots so if you show up on stand-by, you have an okay chance of getting on. I don't recommend leaving the rental in Fajardo. If you decide you want to bring a rental, definitely get your name on the reservations list both coming and going. You can do this in advance. We were told you can get on stand-by only the day of and we found this was not true in Culebra. Ask lots of questions and take Dramamine! Make sure you get plenty of gas on the main island (Culebra might run out!)
If we could do it all over, we would've returned our rental in San Juan (we went with Vias, rented in Dorado, returned in San Juan, which required a three day minimum) and taken the high-speed passenger ferry out of San Juan. Actually, after considering the expense of getting stuck there and our weak stomachs, we'll budget for taking a small plane over next time. They are relatively cheap, check Air Flamenco for starters. So you can explore the island on your own, I'd suggest renting a jeep or one of those golf cart buggies once you are there (the rental places are within walking distance of the airport). Not only does it support their economy on that small island, but it's pretty risky to take a rental over there. Make sure you check with the rental company to see if you are allowed to take the car on a ferry. There are some HUGE potholes on the island so be careful with a car. It would be a nightmare if you had a problem with car. You may end up waiting for days for a part to show up on that not-so-reliable cargo ferry.
Overall we met some great people and it was a great experience! We look forward to returning to the island we were stranded on!
