I called the main number for this ferry in Rhode Island and they provided a phone number to call in Puerto Rico for reservations. The number given was 787-724-6600

The ferry from Old San Juan to Culebra is indeed open. It takes about an hour and forty five minutes to get their. I have a phone number that you can call (787-724-6600) which is the Island High Speed Ferry in Old San Juan
