We had a great time in Culebra and stayed at Casa Blanca condo. For about the same price as a hotel room we had our own private place with a kitchen were we could do some cooking. Everything was clean and comfortable. I'd stay there again. My one piece of advice would be to provide your own transportation (car or bikes) for the stay. In general it's makes it a lot easier to explore the island. Casa Blanca is in a residential section near the airport so going to town would be a long walk everytime. We rented bikes as an easy way to get in and out of town and out to the beaches (Culebra is hilly so you should be in reasonable shape to go the bike route). Enjoy.
