The high season begins by November/October, and ends in April/May.
All Puerto Rico is affected by this season, however, Culebra/Vieques may still have visitors afterwards. But about the crowds, I do not think so, unless it is a special holiday weekend, where many locals go to the island.
You should know that P.R. has holidays of our own, but in June we have no three days weekend.
If it was July, there we have three holidays in addition to the 4th of July.
Those are 7/17, 7/25, and 7/27.
