We were able to walk or bike. Most people use the publico from the ferry to the beach. It costs about 2-3 dollars
There are a couple of small guest houses at that beach. Near the airport,which is about 1/2 way between town and the beach is a good place to plant roots.
I suggest lonely planet's puerto rico guide and some of the other culebra web sites as good sourses of info on guest houses, beachs, and transport. You cant make reservations for the ferry from fajardo, only the auto ferry. Maybe the fast ferry from san juan is still running and they do take reservations. Somewhere on this forum I saw a phone number.
