I was just there on Saturday, May 17th. You have to get to the ferry by at least 7:30. We had no problem, but we arrived at 7:00 for the 9:00 ferry that actually left at about 9:45. It takes about an hour and a half to get to Culebra.
Also, note that if you are planning to go anywhere other than the public area of Flamenco Beach, you will not get a taxi for almost two hours. The local taxis strictly cater to those going to that section of the beach. The taxis go back and forth, jamming as many in a taxi as possible. When they finish with that, they will take you where you want to go.
Culebra was beautiful, but they are not big on service. My best advice is to warn anyone looking for a place to stay to not make reservations at the Culebra Beach Villas at Flamenco Beach. Absolutely the worst accomadations imagineable. I am going to spend some significant hours writing to Puerto Rican officials about their operation and the way its presented in their web site. They charged $125 for a studio that was a complete dump. Local residents seem to be very much aware that this place is the pits.
