I think it all depends on where you are travelling from :)
Even from the US Virgin Islands, even thought they are also US territory, you will be asked for a passport. You definitely will need one coming from a foreign country, no matter what citizenship you carrry.
And from the US, you most likely will be asked for one leaving the States. you do not have to show one upon arrival in PR, since it is US territory. You are totally within your right to travel with any picture ID. But it makes things easier to have one at the airport ever since 9/11.
From the US a driver's license will get you through customs (which officially you are not really clearing), but you might encounter more trouble than it is worth.
