To answer your basic question; yes, it is worth pursuing a fly fishing visit to Culebra.
Culebra has good fishing. The popular sport fish include snook, snapper, kingfish, and tarpon in the mangrove inlets and bays, and permit and bonefish on the sand flats. The mangroves, bays, and flats are in two main areas, both on the east side of Culebra; Bahía Manglar and Ensenada Honda. There is also fishing over and near reefs and deep channels all around Culebra and the offshore islets. (No fishing in the preserve between Cayo Luis Peña and Culebra)
The photos of bonefish on http://www.culebraboatrental.com are of two experienced bone fishermen using a Culebra Boat Rental boat. They were overjoyed with the fishing. They said that they had never seen so many huge bonefish!
