In the caribbean, in my opinion, all fish might have CIGUATERA, that is because even if a fish does not eat from coral reefs, they may eat another who does.
Only very few fishermen can know if a fish is poisoned with CIGUATERA.
In Culebra you will find GROUPERS, SNAPPER ( PARGO, NOT RED SNAPPER), YELLOW TAIL, STRIPES FISH, PARROT FISH, and many more.
The HOG FISH ( CAPITAN) is one of the best, and is also one of the more dangerous for CIGUATERA.
My rule is not to eat any fish over 10 punds.
CIGUATERA is a 'toxin' find in dead coral, and many fishes eat from this, the poison is cummulative, that is why the bigger the fish the bigger the chance of being poisoned.
The chances increase after storms, when rough waves may alter the reefs, and/or break some of them.
I know a little of this because I'm hired often to take divers to Vieques/Culebra.
About lobster, please do not take the little ones, go for two or three punders.
