Our itinerary is San Juan (Fajardo) to Culebra then to Vieques and back to San Juan in the course of 8 days.Is it possible to rent a car in San Juan and take it on the ferry to culebra and then to Vieques? Do you know about how much? Do I need a jeep to get to the beaches in Vieques or will a new rental car be sufice?

once you put a rental car on the ferry it is no longer covered by any insurances. Not recommended. The cargo ferries are usually backed up 2 weeks or more and you basicaly have to walk into the office to get a reservation. The ferry ride is over 2hrs to Culebra. I don't know about Viequez. I would recommend renting on each of the islands individually. There's no cargo ferry from Culebra to Viequez so you would have to go back to Fajardo and then to Culebra or Viequez.
