Getting to St.Thomas from Culebra

Can anyone tell me the best way of going to St. Thomas/St. John Virgin Islands from Culebra, and then get back to San Juan from there?

Are the prices quoted above ($25.00 to Luis Pena; $40.00 to Culebrita) per person ROUND TRIP or are these prices per person ONE WAY ONLY?
