My kids learned to snorkel as babies on Culebra 12 years ago and we go every year. The most memorable experience for us was hiring a ride to Luis Pena when they were really little. If you catch the right day you'll have the most beautiful cove to yourselves with snorkeling feet from shore. If they're up for the hike, Carlos Rosario is great snorkeling, but to see the best stuff you have to venture with them pretty far out...follow the trail on the map posted on the big sign on the beach. Gorgeous but definitely a parent required who is a strong swimmer, at least IMO. Closer in there is stuff too, but the best is out further, 15' deep or so. Bring water and lunch or at least snacks, and try not to do the hike mid day, it can be hot for the little guys.
If you go to Zoni again, go down to the right. Great spots for kids and if it's calm there is snorkling...we've seen rays and Octopus there.
