I will be sailing out of PR and visiting Culebra and Vieques. I would like to do some fishing and am really confused. There seems to be a requirement for a recreational license but not really enforced. I am willing to obtain the license but have not been able to figure out how to do this. I have read the previous topics on fishing on this site but still do not see a clear way to abide by the regulation. Can anyone clear this up for me?
