Are there places on Culebra to see a bioluminescent bay, and if so where, and are there kayaks to rent, etc?

Yes & Yes. I understand that on the east side of the island (La Pela) you may find bioluminescent waters. You may also rent kayaks from local comercial establishments.

off topic: how does one do an upside-down punctuation easily? is there a shortcut like control-alt-...?

I don't have enough Spanish to really make use, but it would be nice to know.

back on topic: how difficult is it to get to La Pela and exactly where is it? North of Zoni, South?

on the map, south of zoni, where the anchor is - that's Pelá bay.

¡¿ aren't that hard - with a Spanish keyboard ;)
