Fajardo to Culebra by water taxi?

We are trying to get from Fajardo to Culebra for a visit to Flamenco Beach. The ferry times to get us there and back are not convenient. Can we hire a water taxi? Any reccomendations and cost estimates?

How reliable is it if someone drops us off are we in danger of being stranded over there if they don't come back to pick us up?

No water taxi for that route. Suggest taking a flight out of Ceiba (just South of Fajardo).
