Good morning,
As Culebra residents, my husband & I both run & bike on island. He trained for a triathlon here & I for a marathon, thus it certainly is possible.
We have also had plenty of guests do both as well. Sometimes folks arrive having not biked since they were children & then, although they find the idea of biking great for Culebra, find the actual act a bit much. We have also had many folks rent bikes & thoroughly enjoy biking all around.
This time of year, too, it is quite hot for most of the day, as opposed to the winter months when it's a bit cooler in the am & pm (even mid-day) for biking.
Previously we lived in Tortola in the BVI's with its switchbacks & taller mountains. Hence, for us, the hills of Culebra are quite bike friendly. It will all depend on point of reference.
Too, some roads have just been re-paved (yah!).
Re: accommodations, it would be a good idea to book before you arrive as July is a VERY busy month.
