I just returned from Culebra (awesome island!) and stayed out at Zoni Beach which is one of the beaches where the trutles lay their eggs.
there is a resident turtle expert there. You will have to rise early (about 5 am) to join them in seeing the turtles and any nesting, laying of eggs or hatching. we didn't go, but it was explained to me how it was done and it is very organized and stealth to some degree, because if the turtles see you on the shoreline they will not come ashore to nest.
I think the resident expert is named Theresa, according to some residents we met out there. If you ask around I am sure you can get more info when you are there, everyone seems to know the routine. good luck!
