We flew into Ceiba for the first time (actually Lewis flew there in January, so it was MY first time). OMG - that runway is huge. It is almost comical visualizing the tiny plane in proportion to the runway it is using. The taxi to the "gate" took about 5 minutes itself. The terminal is huge and mucho frio! The set up is very nice and efficient. There is a small restaurant inside the terminal. The flight from Culebra is about 15 minutes.
As someone else already mentioned, Avis is giving great breaks on rental cars from Ceiba to San Juan, and they will come retrieve you from the Cieba airport. Their office is just a ways outside the main gate, but because you are on a former Air Force base, the drive to get to the gate is about 10 minutes.
Cost breakdown - $35 per person one way from Culebra to Ceiba. $43 (junk fees, taxes, etc. included) for Avis rental car. Marginally cheaper than flight to Isla Grande ($60 per person) plus $15 cab ride.
