I've stayed at Harbor View a couple of times, no real complaints, it was clean when we got there. we did get odd looks once after a few days asking to exchange our grubby towels for fresh, don't expect frills, daily cleaning (unless that's changed), or effusive hospitality (fine by me - just give me a room, we don't need to be friends) don't run the hot water heater at the same time as the AC if you're in the sunset suite.
do expect quiet except for the ubiquitous roosters that you'll encounter anywhere and the morning ferry. a coupla friendly ranging dogs that like to check up on guests (and mooch if they're lucky). nice sunset views. wild aloe for the inevitable sunburn.
it is walkable from town, although I'd rather drive as it's a very dark road with little shoulder.
from the reviews you mention I understand there have been cancellation refund issues sadly. if you're cautious, there's always travel insurance (although I don't know how that works).
to sum up, think of it as cabin camping but fully plumbed and with electricity.
