Hello Anne,
On Easter week there is going to be a lot of people, mostly young people, from the big Island. Most of high school and college students comes to Culebra that week. If you want to be relax, that is not the time to come. At other hand it can be an experience; is all up to you. As a suggestion, if you are planning to come, do not take the boat, its very crowded, come by airplane and make reservation "round trip"; from Fajardo is $25.00 one trip per person and it is 15 minutes fly. By boat is 1 hour and half; and you will have to be there very early, I mean around 3:00AM. If not you will see how it gets.
