I think that a recent post might have scared people unnecessarily.
You are going at a great time of year.
Culebra never closes down. There are many locals who live on the island, and they have to live, eat, drive, etc.
Ferries run several times per day, and there are always people coming and going, therefore there are always taxis. An exception might be during a major storm, but then the ferries aren't running anyway.
There are always tourists to serve, and many locals on the island make virtually all their income from tourists.
During some slow very times of year, some shops and restaurants might close for a bit, or only be open on weekends. But there are always places that are open, and there are always grocery stores, etc.
