Culebra is fascinating.
When I go to Culebra this coming December (3rd through 17th, both are Wednesdays), there will probably be a handful of people on the ferry. I bet that 80-90% of the seats will be empty.
Other times of the year, the lines wind around for blocks. Fortunately, there are very few times when this happens (late June through Labor day, and all the usual holiday periods).
For all those who are planning a trip to Culebra.... Just use Disneyland as a measure. Would you go to Disneyland in July or August and expect no lines? How about Christmas? Easter?
On the other hand, how about late September? October? Late January?
I've been to Disneyland in September when most of the Pirates of the Caribbean boats were completely empty... only one out of five boats had anyone in it at all. And I've been there during Thanksgiving... horrendous lines for everything.
Same thing applies to Culebra.
So if you're hoping to go to a secluded, undeveloped, spectacularly beautiful island, you've found the right one in Culebra. Just be sure to pick the right time of year!
Sometimes, there isn't really have a choice due to family availability. So just be prepared, like Vicki.
