I have just read some very dusturbing reviews of HVV. Has anyone ever had a good time there or is it as bad as I read?

We are going there very sone with half our stay paid for in advance.

What do people recommend that is legal.

If you have any problems with any of the guesthouses, hotels, etc. in Culebra or Puerto Rico, you may contact the Tourism Company of Puerto Rico (CompaƱia de Turismo de Puerto Rico - http://www.gotopuertorico.com); they are in charge of the tourist accommodations in Puerto Rico. Also you may try DACO, Departamento de Asuntos del Consumidor (http://www.daco.gobierno.pr/), which provides protection to the consumers in Puerto Rico. One important thing you need to ask the guesthouse owner is if they have a "Rental Patent." This is a mandatory yearly "license" that the municipality of Culebra requires hoteliers, guest house owners, etc. to have in order to rent their units. To get this license, the owners need to get the endorsements from the Fire Department, Police Department, Environmental Health Department, and the Authority of Development & Conservation of Culebra. If the owners do not have this patent, I will not recommend that you stay there. And, if you paid already and they do not have a patent, I'll suggest you get your money back; if they refuse, contact the "Hacienda" Department in the municipality in Culebra and talk to them (they'll help you out - they are in charge of the patents in Culebra 787-742-3521). The Tourism Company of PR also offers other types of "lincenses" when the facility is larger.

My wife and I stayed there in June and enjoyed ourselves completely. If you enjoy privacy and being by yourselves with a great view of the harbor, it was great. The owner met us when we arrived, helped us arrange for a car rental, showed us through our cabin explaining how everything worked,and that was the last we saw him. Which was fine with us, and we had no problems. He had a European accent, and may appear a little gruff, but was pleasant with us.

We just returned from our trip. Amazing place. It's too bad that I hadn't found the place before the masses. Generally everyone we dealt with was courtious and helpful without the fake customer service salemanshipness of a resort island. This place is genuine and authentic. I hope it stays that way. Harbourview Villas was like EXTREME luxury camping. Private, comfortable and convenient with a gorgeous view. We kept the doors and windows open the whole time and enjoyed the atmosphere. It was great to feel as though we were mixing with the elements as opposed to having the usual vacationer's attitude of "I came, I saw, I conquered".

I don't recomend Harbour View Villas because that place is full of bugs, rats, and more. The place is not clean at all and the owners are very moody. I recomend to invest your vacation's money in a place where they will value your money like Club Seabourne or Villa Boheme. Don't send any non refundable money for deposit by mail because what you see outside is not the same as inside.
Just be very carefull.

My husband & I are staying in May '4. I'm a little concerned,as we just made our reservations and are getting ready to send the money order for 50% of the total. We do not have to pay the other 50% until we arrive.

However, my husband & I are not your typical "tourists". You couldn't pay me to go on a cruise or stay at a resort. I love these out of the way places where you can really escape from reality for a short while.

Having said that, are the bad comments listed by people who have unrealistic expectations or is this place a real problem??

If you are not an "all inclusive" type of couple, then Harbour View Villas are for you. You are very much in nature at these guesthouses, and you are really in a new reality there. Think of your stay as upscale camping. We chose to leave all windows and the French doors overlooking the bay open and sleep with nature. So yes, there were a few bugs and anoles sharing our space, but nothing harmful. The view is outstanding and I enjoyed waking to the fresh air blowing through the A Frame. We are big city dwellers and not resort people....this was our idea of a vacation.
Just remember to bring bug spray. We even bought citronella candles after reading about the mosquitos on the island from this site and lit them while we hung out on the deck in the evening.
I also wouldn't worry about the money order for 50%. I called around to many places before we chose this one and it seemed to be standard practice. This is a different way of life. People still trust each other.
Bring sun screen too. If you are boaters, I would also recommend renting a boat. We contacted Butch for a small skiff. He's with Culebra Boat Rental.
Definitely rent a car if you stay at Harbour View. Although it is not far from town, the houses are nested in hills and we found driving was easier.

I went there and also many people said that Harbour View Villas is like be in a camping, but more expensive. So you have to consider what you really want.

Harbourview Villas looked so attractive on the web. I really wanted to stay there. My husband and I will be traveling with our goddaughter. I called to reserve the one-bedroom villa, thinking our goddaughter could sleep comfortably in the living room. I was willing to pay for the extra guest. The owner (or whoever answered the phone) insisted we had to take the two-bedroom villa. Since we were planning (and budgeting) on all three sharing one room for the entire trip, I said we'd be fine with one bedroom. He started berating me for not giving the girl her privacy. I ended up hanging up on him. I've never been treated so rudely by someone I was trying to give business to.

I am interested in staying at the HVV. Would anyone email me or post their thoughts/experiences here? The price seems reasonable. However, I'm concerned about the complaints. While I don't need to be catered to or pampered, the talk of "trash" "vermin" and "mangy dogs" disturbed me. I have no problem with a few lizards and bugs, I don't want to be disgusted with my accomodations. Can anyone help?

I stayed there once and will again this summer. yes, the owner's nickname on the island is "el piranha" (according to Chuck, is he still around?), yes, the suite's bathrooms are open air and you'll share them with birds and lizards. horses occasionally roam the grounds and one night a curious but affable Doberman walked onto the deck.

I loved it.

I just returned from Harbour View Villas last week. Although some reviews on another site were disturbing, they were also inaccurate. The villas were open air and there were some lizards, but certainly nothing to be afraid of. The villas were clean, comfortable, and offered stunning views. I would stay there again. I think being up the hill on the windward side and away from the bay really helped with keeping our mosquito friends to a minimum.

of course the one storm did destroy a book I was reading that I left on the deck/living area (suite, not villa).
