What you heard of Dorado is true, especially the hotel-clubs-suburb area.

Obviously there can be cancellations, delays, etc.
Ferry rides fill up fast at all hours so buying in advance is basically required.
Telephone reservations are the only way to go is you aren’t already in PR and it’s almost impossible to do so.
Of course you could always try buying the tickets in Fajardo the day you arrive.
You don’t have to arrive hours in advance, in fact you could show up right “on time” and be good.
Ferries aren’t loaded before time and hence they always depart with a 15-30+ delay.
Traffic in PR is regulated by the same rules as everywhere else: location and time.
I made the ride from San Juan to Fajardo (ferry dock) in less than an hour.
In Culebra you can rent jeeps, cars, scooters, etc for a freer experience.
Taxi vans also go all day to flamenco for $2 per person.
For the other beaches you can do the same, just call a taxi service and work out your program.
Considering Culebra is only 7x4 and there’s no traffic, beaches aren’t miles away.
Trying experience Culebra in one day isn’t really practical unless you plan beforehand and just choose a specific area./beach/interest and forget the rest of the island.
Puerto Rico obviously has noteworthy gorgeous beaches all around and many are good for snorkeling among other activities.
If Fajardo’s beach area fits that bill I honestly don’t know but there are several cays and small islands off Fajardo with sandy beaches and gorgeous clear waters.
