Well, as someone who lives on Culebra without a car...they are sure handy when you want to go to the beaches on your own time vs. publico time and if I were here on holiday...here's some stuff I'd like to know.
The thing about getting a car from the big island to here is...the cargo ferry deal. You may pay whatever for insurance etc. but if you are not a local and it is a busy time you will be stuck over *there* and too bad, because we have priority and rightly so (if that sounds too aggressive, it is about people who live here taking a day off work to go to the big island for serious needs and have to get back that night because this is our real life and there is stuff we can't get here and so go get it and have to get home - like everyone wants to in any real life...our *freeway traffic jam time* involves a ferry).
So...advice, fly over or take the ferry and rent a vehicle here.
I tell people who will have a week or so here, take one day to check out town, talk to people, rest, relax, get in the groove (or two days, even better) and then when you know where you would like to go that is a too far walk, rent a car for a day or so. You'll see what you want to enjoy, and might want to go back to, and know if you will want a car for more time or not...then decide (this only works if it is not crazy high season when all cars are rented, but there are ways around that as well...talk to people, you'll find out how). There didn't used to even BE rental cars here...(If you only have a day here, go immediately by publico to Flamenco (food, water, beautiful beach, one day ticket to Paradise) and have a great time. Period)
