I figured I will never get to Flamingo beach, no matter how I try to get there...I got a little confused...it is 4:25am here in Texas....so I can't think straight...my husband is out of town and I can't sleep....(just in case you are wondering what on earth I'm doing up at this time...) and yes, I do have a life...Sorry!

We were able to walk or bike. Most people use the publico from the ferry to the beach. It costs about 2-3 dollars

There are a couple of small guest houses at that beach. Near the airport,which is about 1/2 way between town and the beach is a good place to plant roots.

I suggest lonely planet's puerto rico guide and some of the other culebra web sites as good sourses of info on guest houses, beachs, and transport. You cant make reservations for the ferry from fajardo, only the auto ferry. Maybe the fast ferry from san juan is still running and they do take reservations. Somewhere on this forum I saw a phone number.
