Hi MaryAnn, I will explain my answer further. My wife and I prefer camping at Flamenco beach. It is within walking distance of great snorkeling, Tamarindo, Carlos Rosario. (Tamarindo has the advantage of being accessable by publico, but generally you have to walk back.) Terri is absolutely right, not much snorkeling at Flamenco and I hope I did not mislead you.
Melones is only a publico ride away from Flamenco, go into town, snorkel and then get dinner and ride the publico back to Flamenco to your tent.
Yep, it is a little more work up front, you have to schlep a tent and stuff, but its not too complicated. The cost factor is awesome and you know exactly the condition and cleanliness or your accomodations. Additionally, you are on the beach for more time, have all of you stuff with you so you don't have to go back to your rental, and as your initial question asks, you are not in town.
There is plenty of food at the kiosks, very basic, but will keep you reasonable happy. Go into town for a few nicer eats and you will truly enjoy your stay.
One note, our last trip in January, was awesome. Keep in mind that even then it was pretty warm, so be prepared and stay hydrated and don't ever forget the sunscreen.
