Beach access update:
Two days ago I finally received a formal letter from ARPE (Administration of Reglaments and Permits) in respond of a formal complaint I made two months ago about the bird watching tower Victor Gonzalez is doing in the middle of muellecito beach access. ARPE confirmed this structure is ilegal and have no permits at all and that they were gonna to proceed with a case. The number of this complaint is 06QC5-00000-04564 and if you want to write to the ARPE engineer that is working this case you can contact him, this is his info: engineer Luis R. Velázquez Calzada tel. 787-285-2733, and the address is :
Centro de Servicios de Humacao
Ave. Boulevard, Carr. 3 (Desvío Sur)
Humacao, Puerto Rico 00792
You can write a letter to ARPE to demand that Victor Gonzalez take out that ilegal structure that is blocking our beach access and also let them know he also has a mainhole box in the middle of the access that is also limiting our public beach access. ARPE involvement is important because after a year and a half fighting for this beach access is the first time we have a government agency saying that what Victor gonzalez is doing in muellecito beach access is ilegal. Several government agencies are investigating Victor Gonzalez for other issues, some of them are:
DNR- for violations of a permit that was given to him in Guayanilla. The permit was to clean his land but with that permit he bulldozed a cave with petrogliph and killed more that 2,000 adults trees with mayor negative impacts to the area.
Environmental Quality Board: fine for violations to laws and reglaments related his cement business.
And now ARPE is investigating him for ilegal structures blocking muellecito beach access of Flamenco beach
