i think it has alot to do with timing- we flew from newark to sj 2 wks ago landed at 4am planned on taking public trans to rio piedras to catch the carros publico to fijardo- dumb nyer that i am forgot that most cities dont run public trans 24/7 wouldve killed one of 3 days on culebra- so we caught taxi $70 for the hour ride to fijardo, driver showed me on print out that it was $80 fare but discounted for pre rush hour. best money i ever spent. by the way waiting for the 9am ferry in fijardo was magical, the wind comes from both sides in that little ferry house, watching the concession people open up and smelling (but not eating) that early frying was part of a great time. also we had time to stroll the neighborhood near the ferry was pretty cool, the carribean colors the ponies, chickens theres a small river or canal there great twenty min walk- the guy barking endlessly in the station with a container in his hand is selling sea sickness pills, i aint teelin ya to buy , but that ferry is as nauseating as it is beautiful !
