I've seen diving equipment to rent, but not camping equipment!

A local told my husband that the [people] ferry was charging extra for chairs and tents? Anyone run into this at all?

They ought to charge extra! All that equipment means less passengers are able to get on, and there is the risk of missing the boat. I would think the hardware store down by Mini Mas or Ferreteria Gonzalez would have some sort of camping equipment for sale, but not for rent.

Hey, where's that guy that wanted to move to Culebra and open a business that someone else hadn't already thought of? Hmm? Renting camping equipment. . .

Since I haven't been to Culebra yet (going in April), I haven't dealt with them, but there is a camping equipment rental service. See:
