any updates on fishing license needed?

My wife and I were looking at a trip to Culebra around next March. The island look s amazing. We want to do snorkeling, bird watching, and some DIY fly fishing. I've been searching and reading through these post about these topics and came across several older post about whether a fishing license is required or not. I have read the 2004 Puerto Rico fishing regulations stating a license is required, but I heard of anyone getting a license so I am confused. Is a license required if I fish on my own and catch and release? If I need a license where do I get one?

Hello. I am not going to be able to answer your question, but I have been to the island twice and I doubt you would need one. I am not even sure who would enforce it or where you would buy one as I hardly ever saw anyone on the beach let alone someone of authority. There are a few dive shops and sport fishing tour on the island, I would call one of them and I bet they would have an answer fo you.

One does need a license! Supposedly it's easy to get. IS it enforced? Not really, but the decision to go out without is up to you ..
