We just got back from Culebra on 09-05. The website indeed works.
You will receive a confirmation # within a few days via email provided thru Payapl. Print out the number and tell the security guard near the ticket booth in Fajardo you purchased tickets in advance via reservation and show the confirmation #. You will be re-directed to the appropriate & shorter reserved line. Present confirmation # to window booth worker and viola! Tickets obtained. Plan to arrive an hour early to reduce stress with finding the appropriate lines, etc.
You can easily purchase return tickets when you are in Culebra.
