I just got an update, that some guards at the ferry would not let a mother with a 2 year old on the ferry.
The official rules are:
Niños de 3-11 años: $1.00
< 3 LIBRE!
that means toddlers up their 3rd birthday ride for free! Don't let anyone tell you different!
this is the official list from 2015, but as of 3/2016 all other prices have not changed.
