20 Ferry Tickets Needed

We will be bringing a group of 20 High School students to Puerto Rico in June. We have been trying to contact the Ferry Office and as the web site says, No One Will Answer. We are working on a pretty tight itinerary and would like to visit Culebra on June 5th. Any suggestions on securing enough tickets for our group on that date?
